HB 31 changes the requirement for initiative sponsors to obtain the minimum of one signature from residents of at least two-thirds of the House Districts in the State of Alaska (27 districts) to three-quarters of the House Districts (30 districts). HB 31 also requires the total number of signatures in each district to amount to at least seven-percent of the total number of votes cast in that district in the most recent election. The total number of signatures required will remain at ten percent of the votes cast in the most recent election. HB 31 is a constitutional amendment and therefore will face a vote of the people.

This bill removes the statutory prohibition for the length of salmon seine vessels and leaves the authority to the Alaska Board of Fisheries and to allows the Board of Fish to regulate Seine fishing vessels in the same manner they do other types of vessels.

06-13-03 : Governor Murkowski signed HB 49 into law. Sponsored by Rep. Tom Anderson (R-Anchorage) and Rep. Mike Hawker (R-Anchorage), HB 49 requires all convicted felons and sexual offenders, including those in custody, to submit DNA samples to the Alaska State Database. Juveniles adjudicated and in custody on the same offenses must also submit samples to the database.

HJR 18 will now be forwarded to the President of the United States, and our State's Congressional delegation.
