HB 31 changes the requirement for initiative sponsors to obtain the minimum of one signature from residents of at least two-thirds of the House Districts in the State of Alaska (27 districts) to three-quarters of the House Districts (30 districts). HB 31 also requires the total number of signatures in each district to amount to at least seven-percent of the total number of votes cast in that district in the most recent election. The total number of signatures required will remain at ten percent of the votes cast in the most recent election. HB 31 is a constitutional amendment and therefore will face a vote of the people.

This bill removes the statutory prohibition for the length of salmon seine vessels and leaves the authority to the Alaska Board of Fisheries and to allows the Board of Fish to regulate Seine fishing vessels in the same manner they do other types of vessels.
An Act authorizing a commercial fisherman to fish in each fishery for which the commercial fisherman holds a commercial fishing entry permit; relating to the power of the Alaska Commercial Fisheries Entry Commission and the Board of Fisheries to limit the number of fisheries in which a person may hold an entry permit and operate gear during a fishing season or a year; and providing for an effective date.
The main purpose of this legislation is to allow the Four Dam Pool Power Agency (FDPPA), the first agency formed under the statute allowing joint action agencies (JAA's), to refinance their approximately $73 million loan owed to the Alaska Industrial Development and Export Authority (AIDEA).

An Act relating to the DNA identification registration system; and providing for an effective date.
06-13-03 : Governor Murkowski signed HB 49 into law. Sponsored by Rep. Tom Anderson (R-Anchorage) and Rep. Mike Hawker (R-Anchorage), HB 49 requires all convicted felons and sexual offenders, including those in custody, to submit DNA samples to the Alaska State Database. Juveniles adjudicated and in custody on the same offenses must also submit samples to the database.

This bill names Bridge #216, which currently has no name, the "Jack Coghill Bridge to the Interior" to commemorate the contributions of one of Alaska's great citizens. Jack Coghill has served the state in various positions throughout the twentieth century.
An Act relating to the levy and collection of an assessment on certain tourism-related and recreation-related goods and services, to tourism marketing contracts, and to vehicle rental taxes; and providing for an effective date.
Collects a 2% tax on certain tourism related business. It is intended that these revenues got the Marketing of Alaska. Minor conceptual amendments were offered by the committee.

04-04-03 : The Alaska State Senate unanimously approved House Joint Resolution 18 by a vote of 19 to zero on Friday. Sponsored by Rep. Bob Lynn (R-Anchorage), HJR 18 supports President George Bush's decision to take military action against Saddam Hussein in Iraq and supports the American troops involved in that military action. HJR 18 will now be forwarded to the President of the United States, and our State's Congressional delegation.
