05-09-05 : Establishes three requirements designed to alleviate calendaring strain on the court system and the district attorney's office while also protecting crime victims' rights and reducing same day notice of hearings. First, in order to calendar a subsequent bail hearing, the accused must submit in writing, that there exists new information for the court's consideration that was not considered at prior bail hearings. Second, the district attorney is given 48 hours notice in which to notify the victim of the hearing. Finally, hearings may not be set everyday; rather there will be a 48-hour period between calendared bail hearings. These provisions balance the rights of the accused with the rights of crime victims and accommodate for the schedules of both the district attorney's office and the court system.

05-02-05 : Allows the Alaska State Medical Board to adopt competency requirements for foreign medical school graduates. Currently, the State Medical Board has no discretion in determining credentials for licensure of foreign medical school graduates in Alaska, other than a completion of a two-year U.S. graduate medical education program. The provisions of HB 471 provide exclusive authority to KABATA to set the amount of the bridge tolls, as well as providing explicit authority to enter into public-private partnerships for the construction, maintenance and operation of the toll bridge. It will also authorize obtaining non-recourse loans from the US DOT's TIFIA loan program. It sets the dollar of non-recourse revenue bonds that may be issued and refunded. The bill will also provide means for the collection of tolls and other obligations owing KABATA in the operation of the toll bridge.
