05-08-05 : Passed House 36 to 1 on 5/8. Specifies criteria for awarding grants from the Alaska children's trust fund. Board may not award grants to a single project or program for more than four years. Board may not exceed the following amounts for the years specified: for the first year 75 percent of the first-year costs; for the second year 50 percent of the first-year costs; for the third and fourth years 25 percent of the first-year costs. Requires an applicant to submit and the board to consider a plan for sustainability and self-sufficiency when awarding grants. Allows the board to reduce or discontinue a grant awarded or distributed from the children's trust fund at any time during the grant period if the project is not being successful in accomplishing its objective, as determined by the board.
