"An Act making appropriations from the Railbelt energy fund for preliminary engineering reconnaissance and related work for construction of a natural gas spur line to transport North Slope natural gas to the Southcentral natural gas transmission grid, and to designated municipalities and electrical associations for a Railbelt intertie and an electrical transmission system; and providing for an effective date. "
"It is important that Alaskans have the ability, not only to get our gas to market, but also to get gas to the major population centers within Alaska. The future growth of Alaska's economy depends on us having sufficient energy. Looming shortages of Cook Inlet gas must be replaced by North Slope supplies."

Section 1: Appropriates $8,000,000 from the Railbelt energy fund to the Alaska Natural Gas Development Authority.
Section 2: Appropriates $1,500,000 from the Railbelt energy fund to City of Seward for a Railbelt intertie and electrical transmission system.
Section 3: Appropriates $9,500,000 from the Railbelt energy fund to Chugach Electric Association for a Railbelt intertie and electrical transmission system between Anchorage and Cooper Landing.
Section 4: Appropriates $9,000,000 from the Railbelt energy fund to Homer Electric Association for a Railbelt intertie and electrical transmission system between Cooper Landing and Soldotna.
Section 5: The appropriations made by sections 3 and 4 lapse on June 30, 2010.
Section 6: Section 1 is contingent on the enactment of AS 41.41.210, which is in the companion bill, HB 254.
Section 7: Section 1 of this bill takes effect when HB 254 becomes effective.
