"An Act relating to the review of certain state public construction projects for compliance with building and other safety codes, relating to the inspection of certain state public construction projects, and exempting certain state public construction projects from obtaining building permits from municipalities, from municipal inspection during construction, and from complying with a review requirement; and providing for an effective date."
Section 1:
Adds exemption from permit, review and inspection to the list of provisions that supersede existing and prohibit future home rule enactments.
Section 2:
Creates a new statute within Title 29, Municipal Government, that exempts certain public projects from municipal review, permits and inspections.

Conforming amendment referencing new exemption.
Section 6:
Review and permitting of state agency construction projects.
For projects over $1,000,000, the commissioner may contract a private nongovernmental organization or a person certified by a private nongovernmental organization to review a public project for compliance with local building standards.
The review made under (a) of this section shall determine if the project complies with the building and other safety codes that apply to the project. All findings from the review shall be submitted to the commissioner.
If the project is projected at $1,000,000 or more, and has been reviewed under (a) of this section, a building permit from the municipality is not required, the department is not required to submit plans to a planning commission, and the project is not subject to inspection by the municipality during construction.
Definitions.
Section 7:
Applicability. This Act only applies to a public project whose design begins on or after the effective date of this Act.
