October 1, 1999 Dear District 18 Resident: Now that the special session is over, I wanted to let you know what happened since my last e-mail, when HJR 202 went to the Senate. The resolution was referred to the Senate Resources and Finance Committees. The Senate Resources Committee held a hearing, but made no amendments to HJR 202. The Senate Finance Committee waived the bill, saying that all sides of the issue had made their views abundantly clear in previous hearings. On the Senate floor, the bill failed to achieve the required 2/3rds margin by two votes. Senators then met in caucus, as well as with the Governor, House leaders, and lobbyists for most of the day on Thursday. When it was apparent that the Senate didn't have a viable option of their own, and that there was not enough support in the Senate to put HJR 202 on the ballot, the House adjourned. The Senate adjourned soon after. At 12:01 am Friday morning, the federal government took over management of Alaska's fisheries. It is my belief that the Legislature will address the rural subsistence preference again when we convene for regular session in January. I hope that between legislative action and court suits that we can regain state control of hunting and fishing.
