Joint Committee on Mergers

Prepared: May 11, 1999

House Concurrent Resolution 12 establishes a Joint Committee on Mergers to study issues relating to the proposed merger of BP Amoco and Atlantic Richfield Co. Since the Federal Trade Commission will begin its own investigation in the near future, input from the state will need to be developed within the next few months. The committee will closely examine both the state and federal laws that influence the acquisition.

Committee members, appointed by the Senate President and Speaker of the House, will analyze the complex information associated with the merger. Members will also work to minimize any adverse effects the acquisition may have on Alaska. The primary issues to be reviewed include:

  • Revenues generated through oil production and transport;
  • Employment opportunities for Alaskans;
  • Environmental impacts;
  • Future oil and gas exploration and development;
  • Sale of natural gas from the North Slope; and
  • Fostering a healthy competitive environment for industry in Alaska.

The committee may meet during and between sessions of the 21st State Legislature and will be terminated when the Twenty-second Legislature convenes.
