Section 1: Intent section explaining the purpose of the bill.
Section 2: Repeals and reenacts AS 16.05.831, Waste of salmon. Describes penalties for wanton waste of salmon, provides a new definition for flesh and a new definition for waste.
Section 3: Adds new subsections to AS 16.10.450, Sale of salmon and salmon eggs: use of proceeds; quality and price. Exempts hatcheries from the wanton waste provisions when the flesh of the salmon is not economical to use the flesh and the flesh is not fit for human consumption. Subsection (e) provides for the use of surplus broodstock allowing the hatchery to roe strip that stock. Fifty percent of the net proceeds from the sale of the roe will be used to pay for a permit from the Department of Fish and Game which must be issued prior to roe stripping of salmon.
