Senate Votes to Change Management of Ferry System

Juneau -- To bring maritime experience, accountability and continuity to the management of the Alaska Marine Highway System (AMHS), The Alaska State Senate passed legislation that establishes a seven member board called the Alaska Marine Highway Authority. Senate Bill 21 passed 14 to 5 Wednesday and will move to the House after a reconsideration vote by the Senate Thursday.

"Management of the Marine Highway System is in dire need of an overhaul," said bill sponsor Robin Taylor (R-Wrangell). "This is about systemic change. This is about revamping a management system that lacks focus and the proper maritime experience needed to make good decisions."

The Alaska Marine Highway Authority would assume management of the Marine Highway System from the Department of Transportation and Public Facilities (DOT). It will be a semi-independent public corporation of the state similar to the Alaska Housing Finance Corporation or the Alaska Industrial Development and Export Authority.

"Current management under DOT has become insular and unresponsive to input from vessel employees and the general public," Taylor said. "Not only that, but scheduling is chaotic, and the fare structure and reservations system have discouraged passengers. While the Alaska Marine Highway Authority will not be a cure-all, it will give the system a new perspective on how to improve its services."

The Governor would appoint members of the board including the Commissioner of Transportation. The other six would be required to have experience in maritime affairs, would serve staggered five year terms and would be subject to legislative confirmation. The Board would hire the system director.

This bill has earned the endorsement of the Inland Boatmen's Union of the Pacific, the International Organization of Masters, Mates and Pilots and the Marine Engineers Beneficial Association. These unions represent the majority of AMHS employees.
