House Directs LB&A to Study Revenue Issues
Effects of Current and Potential Policies a Tool for Long-Range Goals

Juneau -- The Alaska House of Representatives Monday passed House Concurrent Resolution 22, sponsored by the House Rules Committee. HCR 22 directs the Legislative Budget and Audit Committee (LB&A) to study fiscal and other public policy issues relating to state revenue and to report to the Legislature by January 5, 2001.

"In company with results-based budgeting to judge the value of dollars already spent, identifying and implementing sources of State revenue for the support of an appropriate level of State government is a tool for the Legislature to use in its future budget decisions," said Representative Gail Phillips (R-Homer), LB&A Committee Chair. "Directing LB&A to examine revenue policies will help provide a comprehensive picture of where we are and should lead to the establishment of long-range goals that meet the needs of Alaskans now and well into the future."

LB&A will focus on fiscal and other public policy issues to include:

  • investment goals and standards for the State's financial assets and current management policies;
  • the return on investment from all of the State's financial assets;
  • analysis of potential revenue-generating options and an estimate of specific revenues that would be generated, including the effect of implementing those options; and
  • analysis of the results of continued reliance on deficit spending.

HCR 22 passed the House 29-9.
