Bill Establishes Results Based Government in Alaska
House Votes to Add Accountability to the State Budget Process
For Immediate Release: April 16, 1998 Contact: Senator Sean Parnell, at (907) 465-2995.
Juneau The House passed Senate Bill 76 by a vote of 29 to 9 changing the state budget process to a results based method. SB 76, sponsored by Senator Sean Parnell (R-Anchorage), requires state government to focus on results for Alaskans through established missions and measures of accountability toward those missions.
"Our current system of funding state government gives state officials no way of measuring whether state programs are really working for Alaskans," Parnell said. "By changing our budgeting method to one that is results based, the Legislature and Administration will better be able to measure the effectiveness of programs and provide more or less funding based on what works."
SB 76 permits the Legislature to establish policy by issuing mission statements and desired results for each state agency to achieve. To accomplish this the Legislature will:
"Its time we add a measure of accountability in our budgeting process for state government. This bill will enable government to be more responsive to the needs and priorities of Alaskans," said Parnell.
