Establishes uniform standards limiting prisoner amenities
in Alaskan prisons. This law fulfills the new state
constitutional mandates, adopted by voters in 1994, of
"community condemnation", "victim
rights", and "victim restitution" as
constitutional standards for prison administration in
Alaska.

shooting firearms at homes by classifying the crime as a
felony. Before the passage of this measure, the
unlawful discharge of a firearm was only a misdemeanor
offense.
