Authorizes the establishment of an Alaska Veterans' Home and allows the Department of Health and Social Services to require home residents to apply for other state or federally sponsored programs that could reduce the amount of assistance. The bill designates the Pioneer Home in Palmer as the State veterans' home. The House adopted a Senate letter of intent that the State continue to maintain a Pioneers' Home waiting list for the Palmer home and that the home have an occupancy of 75 percent veterans and 25 percent from the waiting list. The House increased the monthly stipend that indigent residents receive, increased the minimum level of allowable assets, and required the State to conduct annual unannounced licensing inspections. The House also adopted a letter of intent that the bill shall not reduce the number of non-veteran Pioneers' Home residents living in Pioneers' Homes statewide.

Updates statutes regarding notaries public. It changes the qualifications for becoming a notary from a minimum age of 19 to 18, and disallows convicted felons for ten years after incarceration. It increases the fee for certificates with the seal of the state from $2 to $5, and authorizes the lieutenant governor to suspend or revoke a notary commission.

It changes the appeals process by eliminating the current Alaska Workers’ Compensation Board and establishing a panel of hearing officers and a hearing commission to bring more efficiencies and predictability to the system. SB 321 : Modification Of Oil Severance Tax

An Act amending the oil and gas properties production (severance) tax as it relates to oil to require payment of a tax of at least five percent of the gross value at the point of production after application of the economic limit factor and before any adjustments authorized by this Act, to provide for adjustments to the tax when the prevailing value of the oil either exceeds or falls below specified limits and to limit the effect of the adjustments, to exempt certain kinds of oil from application of the adjustments, to waive the payment of a portion of the tax on oil when its prevailing value falls below specified limits, and to defer the payment of a portion of the tax on oil when its prevailing value falls below specified limits; and providing for an effective date.

Requires the relocator to cover the cost of relocation. SB 329 also makes sure darts containing narcotics used to tranquilize moose, shall be recovered and properly disposed.

Sb 337 amends the Power Project Fund program by authorizing loans for waste energy, energy conservation, energy efficiency and alternative energy facilities and equipment, and repealing the loan committee. It amends the bulk fuel revolving loan fund program by changing the definition of eligible entities from private individuals to persons, which would include corporations. Specifies that the mandate to provide technical assistance may not be used as an independent basis for tort liability and clarifies AEA's authority to enter into contracts and to make grants for bulk fuel projects. The bill also provides that AEA may invest the power development fund and repeals the inactive electrical service extension fund. Continues the tax rate for an ethanol-type fuel that comes from wood or waste seafood to 2209.

SB 339 moved out of Senate Resources March 3. It makes three changes to Alaska's law mining reclamation statute. It removes the $750 per acre "cap" for mine reclamation responsibilities for lode mines (Alaska's large mines) allowing DNR to require a bond for the reasonable and probable cost of reclamation. It replaces the term "performance bond" with the term "financial assurance," and lists various ways that mining companies can provide that assurance. It creates a Mine Reclamation Trust Fund, which allows a company to use a state fund to build up a reclamation account through payments over time and through earnings on that fund.

The Court issued a request for proposals, but it was non-responsive because a private day-care facility is already located within two blocks of the new courthouse. With no need for the day-care facility, SB 353 proposes to repeal the statutory requirement, for a general fund savings of $350,000.

SB 383 removes the $50,000 maximum cap on annual grants awarded to projects aimed at preventing child abuse and neglect. The Alaska Children's Trust Board will receive more flexibility in determining grant amounts in preparation for an anticipated increase in federal funding. By requiring the grant recipient to create a self-sustainability plan and lowering the yearly funding percentage, SB 383 will allow the board to emphasize that these grants are to be used as start-up funds for these community-based programs.

On May 11, with a 19 to 1 vote the Senate passed House amendments made to SB 385. It consolidates two Divisions in the Department of Military and Veterans’ Affairs. The Division of Emergency Services and the Division of Homeland Security are combined into a new Division of Homeland Security and Emergency Services. Besides providing organizational efficiency, the bill updates civil defense laws that were written in the Cold War era. The updates address homeland security and proper responses to terrorism threat situations. The Rules Committee deleted the Homeland Security and Emergency Services subcommittee and instead gives the Speaker and President authority to appointe legislators or committees to review the department. It also created a homeland security coordinator position in the Department of Military and Veterans Affairs.

Allows the Department of Community and Economic Development to make loans to federally designated community quota entities under the commercial fishing revolving loan fund. The federal government is proposing regulations that would amend the federal individual fishing quota program to allow specific communities in the Gulf of Alaska to form non-profit corporations to purchase quota shares for halibut and sablefish fisheries. The effective date for the loan statute changes would ensure that if the federal amendments do not take effect, the changes expanding the department's lending authority also would not take effect.

Senate Bill 388 establishes a civil legal services fund into which the Legislature can appropriate the state’s share of punitive damages awards. State statute provides that 50 percent of punitive damages in tort cases go to the general fund. Under SB 388, that money could be placed in the civil legal services fund, which could then be appropriated to organizations that provide civil legal services for low income Alaskans.

Allows the Alaska Railroad to issue up to $500 million in tax-free revenue bonds to pay for extending a rail line to Delta Junction and Fort Greely. Bonds would be secured through federal funds secured by the Department of Defense. Depending on negotiations with the Department, the Railroad could issue the bonds as early as 2005. Creates a 16 member Task Force, including representatvies from all 13 affected local governments, the Railroad, the State Senate, and the House of Representatives, to recommend what level of control local governments should have on Railroad operations throughout the State.
