It would allow boroughs to submit the matter at an already scheduled special election at least 60 days after the certification, or order a special election by ordinance.

It allows the commissioner of the Department of Natural Resources, upon notification of the Legislature, to amend at any time the sale schedule under the five-year oil and gas lease program, AS 38.05.180(b) and (c). It would also remove the current requirement that a proposed sale be on the schedule for two years before being held. Instead, a sale may not be held before the date in the amended five-year program. The amendments allow DNR to move up the earliest possible date for a proposed lease sale on the Alaska Peninsula, from 2007 under current law, to 2005.

SB 267 permits a widow or widower of a qualified applicant to remain eligible for the senior or disabled veteran property tax exemption. Under current law a resident 65 years or older, or a disabled veteran, is exempt from property taxation on the first $150,000 of the assessed value, but if the eligible resident dies, the exemption does not extend to the remaining spouse if they are younger than age 60. Amended in committee to put the exemption at the discretion of the borough.

Governor signed into law June 29. SB 272 regulates the Deferred Deposit Advance (payday loan) industry. SB 272 proposes licensing and record-keeping requirements, limits on terms and the number of allowable renewals, fees, and reasonable limits on the amount of the advances. It would provide the consumer detailed information about the type of service and require full disclosure for all fees and costs incurred during the advance process. Additionally, provisions of the bill create a next day change of mind provision allowing the consumer time to reconsider their decision for any reason. Does not regulate traditional pawnshop activities of loans under $500; the focus is on deferred deposits and businesses providing this service.

Senate unanimously concurred with House changes. SB 273 changes the tax structure of the Alaska Seafood Marketing Institute and reduces the size of its board from 25 to either seven or nine members, depending on the outcome of an election. The current tax structure levies 1 percent on salmon harvesters and a voluntary .3 percent on processors for marketing. SB 273 requires an election in the Fall for processors to vote on whether to A) eliminate the ASMI assessment, B) retain the current .3 percent, or C) increase the assessment to .5 percent. If processors approve the .5 percent assessment, the 1 percent salmon marketing tax would be eliminated. If processors retain the .3 percent or eliminate the assessment, the 1 percent salmon harvester tax would be retained, and two more fisherman would be added to the ASMI board.

SB 276 responds to the insolvency of Fremont Insurance Company, a California-based worker's compensation insurer writing about 27 percent of the policies in Alaska in 2000, and three other insolvent workers' compensation insurers. It increases the ability of the Alaska Insurance Guaranty Association to pay claims of the insolvent insurers by increasing the assessment caps through 2010, and assessing all lines of coverage. It also authorizes the Alaska Industrial Development and Export Authority to guarantee loans made to the association by commercial lenders.

A House and Senate Conference Committee approved a compromise budget package Monday evening (05/10/04) that increases K-12 education funding by $82 million, the largest single increase to education in the State's history, and provides for capital needs. Portions of the bill are contingent on a three-quarters vote of the Legislature to approve using money from the Constitutional Budget Reserve to make up possible shortfalls in the FY 04 and 05 operating budgets, and restore money to be transferred into the CBR at the end of the 2004 and 2005 fiscal years under a constitutional provision requiring that general fund sub-accounts be swept into the Budget Reserve at the end of each fiscal year.

This bill does that by allowing people to obtain bear predation management permits. Allows a resident who has hunted big game in Alaska for two calendar years and has harvested big game in one calendar year and who has completed a hunter safety course provided the Department of Fish and Game to accompany up to two non-residents to hunt bears without a registered guide. Mandates the Board of Game to establish methods and means to effectively reduce bear populations in areas where the Board of Game has identified that intensive management is necessary to meet the needs for human consumption. Applies until the prey and predator population objectives set by the Department have been reached.
