In an era where ballooning Medicaid costs, reductions in Federal funding, and with more than half the states in this nation facing incredible fiscal challenges - many states have been forced to cut critical programs similar to Denali Kid Care completely. To prevent this we can no longer shoulder automatic annual increases to the eligibility standards for enrollment into Denali Kid Care. SB 105 puts into statute fixed income levels of 175 percent of the 2003 "Federal Poverty Guidelines."

Exempts certain private property interests on military bases or installations when they have agreements or payment in lieu of taxes.

There is an unknown quantity of untaxed cigarettes imported into the state of Alaska every year and existing laws make it difficult to track their numbers. All cigarette purchasers should be paying tax equally, whether purchasing over the counter or over the Internet.

On May 11, the Senate unanimously passed House amendments made to SB 170 . SB 170 is an omnibus crime package. It strengthens bootlegging, local option, and other alcohol laws to give local communities more control of alcohol related crime. It modifies sentencing laws to require consecutive sentences for the most serious crimes such as murder, and it modifies the law on self-defense and the felony-murder rule to help make communities safer. It creates an orderly, uniform procedure for dealing with claims of immunity by witnesses. It creates a new crime for violating third-party custody duties and increases the consequences for sexual abuse by teenagers of very young children.

The Governor signed June 17, 2004. SB 179 allows teachers to receive a name-based background check, for purposes of a teaching certificate, if their fingerprints are illegible or nonexistent. Conforms Alaska statute to federal law to avoid jeopardizing Alaska’s ability to get federal background checks on anyone in the state. It also gives the Department of Education the ability to grant an applicant a sixty-day extension on top of the three-month application period in the situation that their prints are backlogged and not processed in time.

SB 190 furthers the implementation of the Kenai River Comprehensive Management Plan by adding state-owned land to the Kenai River Special Management Area. Ralph Seekins (R-Fairbanks), SB 198 would make a distinction between negligence that is related to the reason the firefighter or peace officer is responding and negligence that is unrelated to the reason the firefighter or peace officer is responding. In the first instance, it does not allow a civil action. Instead the firefighter or peace officer must rely on the state's workers compensation system. However, in the case where injury was caused by a negligent act not related to the reason for the firefighter or peace officer's response, then-under this legislation-a civil action can be brought against the at-fault party.
