HJR 27 expresses the Legislature's support for the erection of monuments in Alaska, Russia, and Canada to commemorate the World War II lend-lease program between the United States and the Union of Soviet Socialist Republics. The Federal Lend-Lease Act was enacted during World War II by President Franklin Delano Roosevelt to establish collaboration between the U.S. and the USSR against Germany and its allies. The Act designated Alaska as the exchange point for war materials between the countries from 1942 to 1945. Many Alaskans worked together with Soviet citizens. The cooperative lend-lease program demonstrated that two nations could compromise their views, cultural values, and principles enough to achieve a common mutually beneficial goal.
