House Bill 477 streamlines state agencies' procurement process by authorizing the agency to use electronic methods and prohibiting the delegation of authority on contractual issues. Current procurement procedures are often costly, time consuming, and redundant. HB 477 remedies these problems.

There are more effective and efficient ways for state agencies to buy goods and services. HB 477 authorizes state agencies to use electronic means, including the Internet to conduct all procurement activities. Specifically, this bill includes provision for the advertisement of procurement needs, giving notices, making and paying for purchases, handling billings, cataloguing inventory, and determining procurement needs. This will eliminate duplication and reduce administration costs.

HB 477 also prohibits state departments from delegating contracts for construction to other agencies. By doing so this bill will bring procurement activities into a more centralized management system, eliminating unnecessary duplication between divisions.

This legislation seeks to efficiently and effectively utilize government time, efforts and resources in procuring state supplies and services. HB 477 accomplishes this by making the task of doing business within governmental departments more straightforward and productive.
