Sponsor Statement for HB 28
Move Second Legislative Session

An Act relating to the location of legislative sessions; and providing for an effective date.

I have introduced House Bill 28 based on one of the most fundamental principles of our American government, public participation.

Juneau, by virtue of its geographic location and lack of highway access, is not easily accessible to the vast majority of Alaskans.

HB 28 would allow legislators, by majority vote, to conduct future Legislatures in areas outside of Southeast Alaska as often as every other year.

Municipalities that feel it would be in their interest to host these central legislative sessions would send proposals for the Legislature to consider as they weigh both the logistics and costs of more centralized sessions.

Nothing in this legislation requires such sessions but rather allows them if it is economically and logistically feasible in the future.
