Comprehensive Health Insurance Association

An Act relating to membership in the Comprehensive Health Insurance Association.

Section 1: Amends the definition of "stop-loss insurance" to more clearly define the term.

Section 2: Adds additional entities to the membership of the Alaska Comprehensive Health Insurance Association ("ACHIA").

Section 3: Amends the voting rights section of ACHIA.

Section 4: Changes "coverage" to "benefits".

Section 5: Changes the way ACHIA assesses its members to reflect the addition of self-insureds and other entities.

Section 6: Establishes that each ACHIA member must provide the Director of Insurance with certain information by April 1st of each year. Further provides how ACHIA's board is to establish a member's assessment share based on the data filed.

Section 7: Redefines "major medical benefits".

Section 8: Defines "self-insured entity".

Section 9: Technical amendment to 39.30.095(b) to add reference to new section contained in Section 11 of this legislation.

Section 10: Technical amendment to 39.30.095(e) to add reference to new section contained in Section 11 of this legislation.

Section 11: Establishes that the membership assessment the State of Alaska is to pay as a member of ACHIA will be paid by the State and not added to an employee's contribution towards that employee's health benefits cost.

Section 12: Establishes a transition procedure that provides:

  1. The current ACHIA assessment plan and membership will remain in place until January 1, 2003.
  2. Information needed by the Division of Insurance to establish the new share and membership assessment plan must be provided to the Division by September 30, 2002.
  3. Current collective bargaining unit agreements in effect on the date of this Act are not affected by this legislation. Section 13: Permits the Division of Insurance to immediately start work on necessary regulations to implement the provisions of this legislation.

Section 14: Immediate effective date.
