Administrative Regulation Review Committee
Holds Organizational Meeting

(JUNEAU) -- Under the leadership of the House, the Administrative Regulation Review Committee (ARRC) has scheduled its organizational meeting for Tuesday, January 30, at 9:30 AM in the Butrovich room of the State Capitol. Representative Lesil McGuire (R-Anchorage), Chair of the Committee will present an overview of past actions by the committee and plans for the future. Deborah Behr of the Department of Law will present a briefing on the Regulatory Process and Legislative Legal attorney Tam Cook will discuss her rulings on the powers of the committee.

Representative McGuire says she wants to see the committee work closely with state agencies to insure that regulations meet legislative intent. She also plans to work for better public access after receiving complaints on how some agencies handle public testimony. "The public process is a critical part of maintaining trust between government and the people. I am committed to ensuring that process is used to its fullest advantage for the people of Alaska," said McGuire.

This year Jim Pound, formerly with Senator Robin Taylor and the Lieutenant Governor's Office, will staff the committee. "I am looking forward to working in the coming two years with the committee. Both sides have assigned some very strong advocates on reviewing and watching regulations. It will be a lot of hard work but it will be gratifying to know that, with these committee members, the public's concerns will be heard," said Pound.

The ARRC is a year round joint house committee made up of three Senators and three Representatives. It is tasked with reviewing regulations promulgated by state agencies after legislation is in place. While it does not have the authority to change or suspend regulations it does give the public a single source of elected officials to comment on administrative regulations and procedures. Members of the committee can then review the legislation passed and determine if the regulations follow the intent of the law. If the intent is not followed they can then change the statute to require the regulations to comply.
