SB 1 (1997) (Donley) Alaska No-Frills Prison Act - Establishes uniform standards limiting prisoner amenities in Alaskan prisons. This law fulfills the new state constitutional mandates, adopted by voters in 1994, of "community condemnation", "victim rights", and "victim restitution" as constitutional standards for prison administration in Alaska.
SB 70 (1997) (Donley) Increases the penalty for unlawfully shooting firearms at homes by classifying the crime as a felony. Before the passage of this measure, the unlawful discharge of a firearm was only a misdemeanor offense.
SJR 3 (1998) (Donley) State Constitutional Amendment to limit the rights of convicted prisoners in the State of Alaska to the requirements of the United States Constitution. (Removed from ballot by State Supreme Court)
