The Energy Council is a legislative organization of 10 energy-producing
      states plus Alberta and Venezuela. Its membership consists of
      elected, legislative leaders. The organization's primary purpose
      is to participate in the development of federal energy and environmental
      policies, to assist its member states and to encourage dialogue on
      energy issues worldwide. Senator Pearce has made several trips
      abroad, including:
