This Act would enable Alaska criminal law to keep up with new technology, joining 40 other states in providing a statutory right to DNA testing where meaningful claims of innocence have been made by those convicted. This Act would help enable Alaska to receive funds under the Congressional Justice for All Act of 2004 (H.R. 5107), which, under the leadership of Senator First, Speaker Hastert and President Bush, provides financial incentives for states to allow post-conviction DNA testing, and provides funds for qualifying states to pay for such tests.

This bill will allow the holder of a winery license to ship less than five gallons of wine to an individual provided that the area has not prohibited or limited the importation or possession of alcoholic beverages. As a licensee, wineries are required to be in compliance with AS 04.21.050. According to the Alaska Department of Revenue, in FY 2005 there were six wineries that produced approximately 1,900 gallons of wine and contributed approximately $4,750 in taxes.

Urging the United States Congress to honor the process and judgment of the federal courts in the case of the Exxon Valdez disaster and to refrain from enacting legislation that would affect the outcome of the courts' resolution of the case; urging the United States Department of Justice and the Alaska Department of Law to identify all natural resource damages from the Exxon Valdez oil spill that were unanticipated at the time of the 1991 settlement, to develop plans to remedy the damages, and to present the ExxonMobil Corporation with a request for the full $100,000,000 that is available through the Reopener for Unknown Injury clause of the 1991 civil settlement to carry out these plans.
