This bill establishes parameters for a seven-member commission appointed by the governor and confirmed by the legislature. HB 513 changes the name from Child Support Enforcement Division to Child Support Services Division and keeps the clock running for the time an individual has to become current on back child support payments before drivers licenses revocation occurs. Currently if a person is behind and makes a single payment the time from which he or she loses their licenses starts over. This bill will not allow that to happen.

House Bill 514 has been introduced as an omnibus bill to help the Child Support Enforcement Division better serve the parents and children of Alaska. There are seven changes to the child support statutes. Each piece of this legislation attempts to remedy problems the agency has encountered over many years. Removed language which dealt with minors and their request for paternity as it related to rape and incest.

HB 91 allows peace officers to collect their Cost of Living Allowance (COLA) and major medical benefits at the same time they are eligible for normal retirement, which is after 20 years of service. Currently, peace officers must work 25 years before collecting major medical benefits and must be 65 years old to receive their COLA. HB 91 returns these requirements back to their 1986 criteria.

Nancy Dahlstrom (R-Government Hill/Birchwood), HB 107 removes the sunset provision for Medicaid coverage to women diagnosed with breast and cervical cancer detected by federal screening programs that are provided under the Breast and Cervical Cancer Treatment Act. The provision is currently set to end coverage on June 30, 2003.
HB 107 moves to the House Finance Committee.

Requires the director of elections to provide for a paper record of each electronically generated ballot that can be reviewed and corrected by the voter at the time the vote is cast and used for a recount of the votes cast at an election in which electronically generated ballots were used. Amended in committee to limit the number of machines required per precinct, added matching federal funds for the 2004 and 2005 elections and does not require the director to certify the machines but any one qualified to do so.
