04-28-05 : Gives the state Department of Transportation the ability to issue permits, under conditions outlined in the bill, to allow encroachments that existed as of Jan. 1, 2005 to remain within the right of way on road construction projects. Requires anyone applying for a state of Alaska driver's license or ID card to be a U.S. citizen or be legally authorized to be in the U.S. under federal law. Prevents individuals with time limited legal status from obtaining a driver's license or ID card with an expiration date later than the allowable length of stay, and if the authorized stay is indefinite, the ID expires one year from date of issue.

02-23-06 : Amends AS 26.05 to allow reimbursement of life insurance premiums for Alaska National Guard members while serving in a combat zone. The legislation would be retroactive to January 1, 2005. It also provides one free fishing and hunting license for any guard member after returning from combat duty.
