"An Act amending the definition of the term 'state agencies' as it presently applies to the provisions of law that establish the Telecommunications Information Council and as it applies under Executive Order No. 113; relating to information systems in the legislative branch and to the Telecommunications Information Council; and providing for an effective date. "
EO 113, which took effect on March 14th, 2005, gives the Commissioner of Administration the ability to direct state agencies in preparing agency information system plans.
The definition of "state agencies" in EO 113 includes the legislative branch, effectively placing the legislature under the jurisdiction of the Executive branch.
HB 152 takes the legislature out of the definition of "state agencies" and puts the function of establishing legislative information systems guidelines under the jurisdiction of the executive director of the Legislative Affairs Agency.
