State law requires drivers to maintain liability insurance in order to operate a motor vehicle. The purpose of HB 144 is to add a conviction for driving without liability insurance to the list of conditions that make a person ineligible to receive a permanent fund dividend. A first offense would mandate a one-year suspension of the PFD. A second offense would mandate a five-year suspension of the PFD.
Under HB 144 the offender would not be allowed to use the PFD to pay a fine or debt associated with a related offense. Instead, the dividend would be forfeited and the funds would remain within the general pool to be equally distributed among eligible Alaskan citizens.
