"An Act relating to permanent fund dividend program notice requirements and to the ineligibility for permanent fund dividends of certain persons sentenced for driving while under the influence of an alcoholic beverage, inhalant, or controlled substance, or for refusal to submit to a chemical test."
The purpose of HB 143 is to add a conviction for driving under the influence of alcohol or other substances to the list of conditions that make a person ineligible to receive a permanent fund dividend. A first offense would mandate a one-year suspension of the PFD. A second offense would mandate a five-year suspension of the PFD.
Under HB 143 the offender would not be allowed to use the PFD to pay a fine or debt associated with a related offense. Instead, the dividend would be forfeited and the funds would remain within the general pool to be equally distributed among eligible Alaskan citizens.
