A House and Senate Conference Committee approved a compromise budget package Monday evening (05/10/04) that increases K-12 education funding by $82 million, the largest single increase to education in the State's history, and provides for capital needs. Portions of the bill are contingent on a three-quarters vote of the Legislature to approve using money from the Constitutional Budget Reserve to make up possible shortfalls in the FY 04 and 05 operating budgets, and restore money to be transferred into the CBR at the end of the 2004 and 2005 fiscal years under a constitutional provision requiring that general fund sub-accounts be swept into the Budget Reserve at the end of each fiscal year.

SCR 12 passed the Senate April 5 by a vote of 11 to 9 and was noticed for reconsideration. It requests the Local Boundary Commission to consider borough incorporation for four areas of the state: Upper Tanana Basin Model Borough, Copper River Basin Model Borough, Glacier Bay Model Borough and Chatham Region Model Borough. These four areas of the state were identified in a February 2003 report by the LBC entitled "Unorganized Areas of Alaska that Meet Borough Incorporation Standards," as meeting the existing standards for borough incorporation. Details regarding establishment of each borough would be included in the recommendation. The recommended incorporations would be adopted unless the legislature disapproves them within 45 days after they are submitted.

Hugh "Bud" Fate (R-Fairbanks), HB 16 expands the areas of potential gas exploration and development that fall under the Act. Currently, the statute only qualifies natural gas projects that export the gas in liquefied form. HB 16 would allow gas development and transportation in any form and does not specify a pipeline route. HB 16 also extends the June 30, 2001 deadline to March 31, 2005 to allow the state and producers to begin new contract negotiations.
