Allows all Alaskans who are legally permitted to buy firearms to do so at auctions where state-owned surplus firearms are sold. The state can also dispose of the firearms through trade-in, donation and transfer to other jurisdictions. The Department of Public Safety must report descriptions and values of all firearms not sold to the public to the legislature during the annual budgetary process.

HB 334 continues to allow a municipality to defer taxes on an abandoned property that has become an eyesore. Some examples include the McKay Building in Anchorage and the Polaris Building in Fairbanks. The bill changes existing language to clearly state when the deferral ends. Present law leaves that an unanswered question making it more difficult for a developer to seek financing for the refurbishing project. By changing the language to specifically include the word only when all or part of the project is transferred to a new owner clarifies the ending date of the deferral.
